Abstract: Many in the U.S. wireless industry now believe that the spectrum pipeline for 5G and 6G has "run dry" and have been pressing the FCC to allocate another 1.5 GHz of low, mid-band, and high-band spectrum for industry to keep up with record growth in next generation demand (e.g., usage per smartphone has nearly tripled over the past five years). At the same time, governments are investing heavily to close the digital divide, with many holding the view that 5G and 6G can play critical roles in these critical infrastructure efforts as well. This panel will tackle the key spectrum management and policy decisions now being taken by major players on a global basis.
Key discussion topics for the panel will include:
- An update on important spectrum allocation decisions made at the World Radiocommunication Conference held last November in Dubai and their implications for filling the future Spectrum Pipeline for 5G and 6G.
- Whether the future of 5G and 6G might be hampered by spectrum scarcity, resulting in "technological islands" with higher costs for technology and mobile deployment costs.
- The role of open and virtual networks in driving adoption of 5G and 6G, and impact on spectrum efficiency.
- Strengths and weaknesses of existing spectrum sharing models and likely future directions.
- Implications of the emergence of HAPS/LEO/MEO/GEO satellite communications as critical elements of 5G and 6G infrastructure.
- Key use cases that should be driving spectrum management and policy decisions.
- Key emerging technologies driving next generation deployments (open RAN, AI, THz communications, low-latency approaches, and more) and their implications on spectrum management decisions.
To address such pressing spectrum strategy and management questions, and inform you of current hot topics, a distinguished set of panel discussants has been assembled from a wide range of perspectives.
Bios:
Dr. Keith Gremban is a member of the research faculty at the University of Colorado Boulder, where he is the Dale and Pat Hatfield Professor in the College of Engineering and Applied Science, and the Co-Director of the Spectrum Policy Initiative at the Silicon Flatirons Center in the School of Law. Prior to joining the University, Keith was the Director of the Institute for Telecommunication Sciences (ITS), which is the research and engineering laboratory for the National Telecommunications and Information Administration (NTIA). Keith was a Program Manager at the Defense Advanced Research Projects Agency (DARPA) where he managed a portfolio of programs in the areas of wireless communications and electronic warfare, and also worked in industry, managing and leading research and systems engineering projects. Keith’s research interests are in spectrum science, dynamic spectrum sharing, wireless communications, and the Internet of Things (IoT). Keith was the founding editor-in-chief of the IEEE Internet of Things Magazine. Keith received his Ph.D. and M.S. in Computer Science from Carnegie Mellon University, and his M.S. in Applied Mathematics and B.S. in Mathematics from Michigan State University.
Carolyn Kahn serves as Distinguished Chief Spectrum Economist at The MITRE Corporation, where she works with multidisciplinary teams across government, industry, and non-profit organizations to help solve the most difficult spectrum problems for a safer world. Ms. Kahn has made groundbreaking technical contributions by applying economic principles to electromagnetic spectrum challenges to help optimize use of this critical national resource. Her expertise includes electromagnetic spectrum, wireless communications, 5G/6G, dynamic spectrum sharing, technology innovation (e.g., artificial intelligence, machine learning, cloud, and cyber), and future workforce initiatives. Ms. Kahn served as a member of the Department of Commerce Spectrum Management Advisory Committee (CSMAC) since 2016, recently co-chairing its 6G Subcommittee and previously co-chairing its Unmanned Aircraft Spectrum Subcommittee. She earned an MBA in Finance and Marketing from McGill University, a BA with high honors in Economics and International Studies from Brandeis University, and the 2023 Distinguished Alumnus award from Shawnee High School.
Jennifer A. Manner is the Senior Vice President of Regulatory Affairs at EchoStar Corporation where she is responsible for domestic and international policy, including spectrum management. Ms. Manner has held senior positions at the FCC including as Deputy Chief of the Office of Engineering and Technology and the Public Safety and Homeland Security Bureau, as well as Senior Counsel to FCC Commissioner Abernathy. Ms. Manner has held senior positions at satellite and other communications companies.
Ms. Manner serves including in leadership roles at several Federal Advisory Committees, including the Commerce Spectrum Management Advisory Committee and the FCC’s Technological Advisory Committee. Ms. Manner also holds leadership roles at several trade associations including the Satellite Industry Association, GSOA and USITUA. Ms. Manner has also chaired several groups at the ITU-R, including at WRC-23. Ms. Manner was named one of the Most Powerful Women in Cable and Broadband by Cablefax in 2018 and 2023.
Ms. Manner has published numerous articles and books, including most recently Spectrum Wars: The Rise of 5G and Beyond. Ms. Manner is also an award winning filmmaker, most recently, When Wire Was King: The Transformation of Telecommunications (www.whenwirewasking.com) , which is available on PBS and is streaming on Amazon, AppleTV and Google Play.
Ali Khayrallah is senior technical advisor with the Advanced Technology Group at Ericsson in Santa Clara, CA. He has been with Ericsson in various research positions, in Santa Clara, CA, where he led a team shaping future wireless technology, and earlier in Research Triangle Park, NC. His current focus is on 6G in the US, and partnering with government, academia and industry to energize research towards 6G and beyond. His external activities include NSF partnerships on wireless research, ATIS Next G Alliance, FCC TAC, and 5G Americas. He has contributed to the development of 5G, 4G, 3G, Bluetooth, mobile satellite, land mobile radio etc. Previously, he was on the faculty of the University of Delaware. He received a Ph.D. and an M.S. from the University of Michigan, Ann Arbor, and a B.Eng. from the American University of Beirut. He holds 120+ patents and received the Ericsson inventor of the year award.

Abstract: The IPv6 Forum is attracting a very good number of players (100+) to its new IPv6-Enhanced Council including ISPs/Vendor/Academia from Europe, US and Asia to work on:
- Identify gaps and recommendations of existing and required IPv6 standards both inside IETF and in other SDOs
- Identify and describe IPv6 Network related use cases & specific scenarios, derived requirements and IPv6 networking challenges in the following areas:
- IPv6 based 5G (and beyond 5G) IP transport and cloud & IP network convergence
- IPv6 based enterprise networking and Industrial Internet
- IPv6 cybersecurity and management
- IPv6-based Blockchain
- Document an automated networking e2e reference architecture, using IPv6
